Drafts of a final House January 6 committee report set to excoriate former president Donald Trump are already circulating among panel members – with the committee set to vote on its contents next week shortly before it is disbanded.

The report represents the last big opportunity for the committee to try to shape understanding of the Capitol riot and Trump's election overturn effort, after it held a series of high-profile hearings this summer that brought attention to a clash inside the White House over Trump's outside advisors and dramatic testimony about Trump's movements on January 6.

The report is shaping up to be a dense read that will have have thousands and eight key chapters that break down – with a keen focus on what Trump did and did not do.

Among the headings will be Trump's effort to 'sow distrust' in the results, his efforts to pressure state governments to overturn election results, and the so-called 'fake electors' scheme, according to Politico, based on people briefed on it.

The report will describe Trump’s 'culpability for his extensive and baseless effort to subvert the 2020 election,' according to the publication.

It will be the panel's last high-profile chance to put an imprint on January 6, at a time when its full meaning is still being shaped. Conservative Rep. Marjorie Taylor Greene on Saturday told a Republican gala if she had planned the events 'we would've been armed.'

Like the hearings themselves, which delved into an effort to install DOJ official Jeffrey Clark as acting AG amid threatened mass resignations, the report will focus on Trump's effort to pressure the Justice Department as part of the effort. 

It also is expected to focus in detail Trump's effort to pressure his vice president, Mike Pence, into refusing to accept votes certified for Joe Biden where Trump was claiming massive fraud despite courts tossing out complaints by his allies. 

The committee spoke to several top aide to Pence, but Pence himself declined invitations to testify.

As with Trump's second impeachment, which resulted in an acquittal in the Senate, the report will focus on Trump's effort to 'summon' the mob that stormed the Capitol, and the extended period of 187 minutes where Trump aides pleaded with Trump to send rioters home but he didn't.

It will also contain a chapter breaking down the Capitol attack, following press reports of a split over whether the panel is focusing too much on Trump at the urging of departing vice chair Rep. Liz Cheney.

House minority leader Rep. Kevin McCarthy (R-Calif.) wants to switch focus to Capitol security failings – after a breakdown with Speaker Nancy Pelosi in the current Congress over creation of the committee.
