New York Republican Rep. Nicole Malliotakis said that America's adversaries are 'laughing' at the internal bedlam of the GOP that has halted business on the House floor. 

The congresswoman said she had not just national security concerns but worries about delaying all matters of governance as GOP Leader Kevin McCarthy stares down his seventh lost Speaker vote. 

'It's not just the Democrats who think this is funny,' she told DailyMail.com. 'It's the communist Chinese, it's Vladimir Putin, it's communist Cuba, its our biggest detractors - Iran.'

'They are watching what is happening and the 10 percent is really not only jeopardizing our ability to govern but they're jeopardizing the institution as a whole,' Malliotakis added.

Lead Republicans on the House Committees on Foreign Affairs, Armed Services and Intel put out a warning Thursday morning that the in-fighting on Capitol Hill could threaten national security.

On Wednesday Rep. Mike Gallagher said he and Rep. Don Bacon were supposed to meet with the Chairman of the Joint Chiefs to discuss issues in the Indo-Pacific region in the SCIF (sensitive compartmented information facility). 

Gallagher said he was denied entry to the meeting. 'I'm informed by House security that technically, I don't have clearance.' 

'We don't have access to anything,' Rep. Brad Wenstrup, R-Ohio. 'The secure facility that we work in every day when we're here, we can't go in there right now...We're in there all the time. And right now, we can't be in there at all.' 

'I sit on the House Intelligence Committee. We oversee all 19 intelligence agencies. We are currently offline,' Rep. Mike Waltz underscored. 

There will be no legislating in the period without a speaker - committees cannot amend or approve bills and send them to the floor for a vote.

'We need to be able to do our job', Malliotakis continued, adding that the House needed to move on border security bills, a bill to stop President Biden from 'raiding' the Strategic Petroleum Reserve and other priorities. 

Even if those bills have little chance of passing a Democrat-led Senate, 'Let's force the senates hand on those issues,' she said.

The congresswoman said some of the 20 McCarthy defectors were putting their personal issues with him above governing. 

'Some are trying to get good government reforms - which I support - others are just trying to deprive Kevin because they have a personal issue with him,' she said. 

'They care more about their personal beef than to wanna do whats in the best interest of the conference and the country and that's whats bothering most of us.' 

Despite making major concessions to House Freedom Caucus demands overnight, McCarthy has now faced a stunning seventh loss in a row over the course of three days. 

His path forward remains unclear and House business is on hold until someone holds the gavel. The 'Never Kevin' faction is believed to be larger than the four votes McCarthy can afford to lose and still win the speakership. 

If votes drag out until Jan. 13 and no rules package is passed, committee staff will not be paid.
