Biden to announce plans to combat 'xenophobia' and 'discrimination' of migrants coming to US

The Biden administration has included virtue-signaling proposals on combatting racism and discrimination, a plan to build EV charging stations at the border, and efforts to 'decarbonize' public buses as key topics of discussion at the 'Three Amigos' summit.

The White House is promoting 'inclusive, equitable, and democratic societies', while the migrant crisis is pushing border facilities and law enforcement to the limit.

At a meeting in Mexico City on Tuesday, Biden along with Canadian Prime Minister Justin Trudeau and Mexican President Andrés Manuel López Obrador will establish a 'trilateral expert exchange of information'.

They will pledge to combat violence against indigenous women and girls as well as LGBTQI+ individuals and add Mexico to a 'Global Partnership for Action on Gender-Based Online Harassment and Abuse.'

Thet trio will also commit to a 'balanced public narratives on migrants and refugees to support their meaningful inclusion in the region.'

It all comes after Mexican President Andres Manuel Lopez Obrador appeared to chastise the U.S. for the 'abandonment' of Latin America since the John F. Kennedy years during public remarks at a meeting Monday with Biden.

The left-wing Lopez Obrador called Kenndy's New Frontier the 'only important thing that has been done in terms of cooperation ... in our continent in more than half a century.'

He said this is the moment 'to do away of this abandonment, this disdain and this forgetfulness for Latin America.' Biden responded by saying the U.S. spends billions in the region and throughout the world.

Many of the deliverables contain verbs ending in 'ing' – with words like 'continuing,' 'partnering,' 'expanding,' 'sharing,' and 'developing' – a clue that the work is not yet finished, and describing policy efforts that are less than concrete. 

On migration, the leaders commit to a 'virtual platform' that gives 'potential migrants the information they need to come to Mexico, the U.S. and Canada lawfully.' The web site is meant to dissuade them from coming illegally and through smugglers. 

The list of 'deliverables' released by the White House sets out a series of plans to be developed in the future – with no agreement yet in hand.

One is on developing a 'Food Loss and Waste Reduction Action Plan' by 2025, amid reports that up to a third of U.S. food gets wasted.

Another commits the leaders on 'sharing information' about 'best practices to electrify and decarbonize public buses – in a region where generations old former U.S. school buses are a familiar site in rural areas.

Another line, with no apparent enforcement mechanism, commits to 'trilateral cooperation' on conserving 30 per cent of the world's land and ocean area by 2030 and to 'advance Indigenous-led conservation.'

The leaders also made commitments to try to boost the semiconductor industry in the continent, after supply chains problems linked to the coronavirus and sourcing from Asia hamstrung industry during the start of the pandemic. 

The leaders will organize the 'first-ever trilateral semiconductor forum with industry' to boost investment in supply. It will coordinate mapping efforts to build 'collective understanding of unmet needs' and develop investment opportunities. And they will build information on resources and reserves. 

 'By working together, the countries of North America are better able to address shared challenges, like climate change, the COVID-19 pandemic, and transnational criminal organizations trafficking and smuggling people and illicit drugs like fentanyl,' according to the fact sheet. 

That comes amid a formal dispute the U.S. and Canada have with Mexico over energy policies the northern neighbors call unfair.
