Debt ceiling vote happening today as Republicans strip $200 million for park in Pelosi's district

House Republicans are out with a second version of their debt ceiling bill meant to win over GOP holdouts after repeatedly insisting they would not make changes to the legislation. 

Changes made during a Rules Committee hearing that went until the early hours of Wednesday morning were meant to win over some of the eight-plus holdouts whose votes are needed to get the Limit Save Grow Act through the House. 

The House has now cleared a first vote on the rules for the sprawling package and is now expected to move forward with a final vote on Wednesday afternoon.  

The tweaked version includes changes to ethanol and work requirements provisions -- but in a last-minute dig at the former speaker the bill also now strips $200 in maintenance in Presidio park in San Francisco - Nancy Pelosi's district. 

Last year's Inflation Reduction Act (IRA) included $200 million for backlogged park maintenance. National Park Service Director Charles Sams revealed to Congress that senior officials at the Interior Department ordered him to ensure Presidio got all of that funding. 

Sams said that Interior officials told him it was 'congressional intent' to go against park service norms and direct all of the money to the Presidio. 

'We went back and looked at the IRA and there was no congressional intent in there. That was supposed to be for the National Park Service as a whole. So all $200 million goes to one person's district and it just happens to be the former Speaker of the House?' Rep. Tom Tiffany, R-Wis., told DailyMail.com in an interview after the first vote on the rules for the Limit Save Grow Act. 

'I think it really highlights for when people in America see this kind of stuff, they just go... I don't know if you call it corrupt, but it's wrong.'

In fact, Pelosi's district got nearly one quarter of the $1.5 billion Congress allocated to the park service in 2023. 

'I refer to it as Nancy's Park Service,' said Tiffany. 'We have wonderful national parks all over the country, many of them that need maintenance, and she gets a quarter of it.' 

The Presidio is a posh national park on the water at the end of the Golden Gate Bridge. It is home to a golf course, luxury hotels, shopping and museums.

Now GOP leadership seems confident the debt ceiling bill will 'as soon as today,' according to Whip Tom Emmer. 

A vote on the rule allowing a final vote to move forward is scheduled for 1:30 Wednesday  A subsequent vote on the bill is expected later this afternoon. Democratic Whip Katherine Clark sent a notice saying 'all members are expected to be present' Wednesday so as not to give Republicans any wiggle room on their vote count. They must get to 218 to pass the measure. 

Still at least two Republican holdouts remain - Rep. Nancy Mace confirmed to reporters she is still 'leaning no' and Rep. Tim Burchett said he was going to vote against the bill no matter what. 

'I just can't get past $32 trillion' in debt, he said. On Tuesday he said he was stood up for a meeting with Republican leadership to talk about the bill. Today he has another meeting with scheduled with GOP leaders where he said he wants to hear 'true debt reduction.'

Rep. George Santos, R-N.Y., would not tell reporters where he stands on Wednesday after saying he was a no vote on Tuesday. Rep. Matt Gaetz, R-Fla., also said he was still looking at the changes to the bill but complained that they happened in the middle of the night.

Both had complaints over work requirements for benefits like SNAP and TANF not kicking in fast enough - under the changes those work requirements would take place in 2024 instead of 2025. 

With the changes to the bill the holdouts from farmland districts that produce a lot of corn are now expected to get on board with the bill. That includes four from the Iowa delegation, two from Minnesota, one from Wisconsin and one from Missouri. 

Majority Leader Steve Scalise said the original version of the bill had eliminated ethanol subsidies that went beyond what was included in the Democrat-passed Inflation Reduction Act last Congress. 

'Some were actually in place before that. So the intention wasn't to get rid of all of those, just the ones that were created in the IRA.' 

Republicans are eager to present a united front and get this bill through in hopes that doing so would force President Biden to the negotiating table.   

'We want to get this done as soon as possible. But more importantly, we want President Biden to finally start getting engaged in this process,' said Scalise.

McCarthy and Biden have not sat down to talk debt ceiling in over two months. McCarthy insists his conference will not vote to pass a clean raise to the nation's $31.4 trillion debt ceiling, Biden still insists he will not negotiate on the debt ceiling. 

While leadership has had to work overtime maneuvering their conference to hopefully pass a party-line bill by just a narrow majority, the question now arises of how the conference could get on board with a negotiated bill that is sure to be less conservative with input from Senate Democrats. 

Right-wing South Carolinian Ralph Norman told reporters if the House could get the Limit Save Grow Act through it would put the ball back in the Senate's court to get something done on the debt limit. 'The onus is on Senate to pass it and if not let them take the heat for shutting it down.'
