LA's Studio City neighborhood council votes in convicted rapist who spent 13 years in prison for assaulting young woman while he was a school resource officer

A neighborhood council in Los Angles voted in a convicted rapist who spent 13 years in prison for sexually assaulting a young woman while working as a school resource officer after being told by higher-ups that the city welcomed 'rehabilitation'. 

Ian Mitchell King, 50, who describes himself as a 'military veteran', 'non-practicing lawyer' and business consultant, was voted in on August 16. 

Two members discovered that he had served more than a decade behind bars for raping a 21-year-old woman while working as a school resource officer. He was convicted in 2008 and released in 2021 on parole, seven years early. 

Earlier this year, he told council members that he'd served in the US Marine Corps and the Navy, making no mention of his conviction as he applied for a seat.

The sex offender's registry shows King served 13 years of a 20-year sentence for sexual battery and sexual penetration of a victim with a foreign object. 

Treasurer Kim Clements informed the city council president who then asked for guidance from higher-ups. 

Their response was full of 'legalese' and mentions of how the city was open to rehabilitating convicts, according to her. 

'As it currently stands, they welcome the formerly incarcerated,' Clements said. 'However, that doesn’t really work out in the real world.' 

King was then voted in despite his criminal past. Eleven of the 14 council members resigned in protest when they found out about his history.

At the time of his conviction, King was working as a Los Angeles Unified School District officer and pulled over a 21-year-old woman after midnight in May 2007 and pretended to search for drugs, then raped her, a probation officer said in a report.

'Oddly enough, I feel the real criminal in this situation is the city,' one council member, who did not want to be identified, said. 

'We felt the only thing we could do was to resign – to have the board collapse so that no harm could be done to everyone.' 

Now, the city's council is in collapse. 

King, who is the owner of crisis management firm Kings Consultants LLC, claims to be a member of the American Bar Association. 

He says he achieved 'numerous notable awards during his military service' and has a 'long history of supporting a variety of organizations while also giving back'.

King also references his eight-year-old niece on his website and said he enjoys riding horses and playing mini-golf with her.  He did not respond to DailyMail.com's inquiries.
