President Joe Biden hammered former President Donald Trump on threats the Republican made to cut Social Security and Medicare in his first speech since both candidates clinched their parties' nominations. 

On Tuesday, voters in the Northern Mariana Islands and Georgia put Biden over the line, with the president amassing enough delegates in the presidential primaries to be considered the presumptive Democratic nominee. 

Hours later, Trump was officially the Republican's presumptive nominee, benefiting from strong support in Georgia, Mississippi and Washington state.

'Just this week Donald Trump said cuts to Social Security and Medicare are on the table,' Biden said Wednesday in a speech in Milwaukee, Wisconsin. 'When asked if he changed his position he said, "there's a lot we can do in terms of cutting, tremendous amount of things we can do."' 

'I want to assure you, I will never allow it to happen,' Biden added.

Trump made the comments about cutting entitlements to CNBC.

The president's travel schedule this week is a tour of swing states. 

On Monday he voyaged to Manchester, New Hampshire and then made the Milwaukee trip Wednesday.

On Thursday he heads to Michigan. 

Currently, Trump leads by one point in Wisconsin, according to the RealClearPolitics polling average, and by four points in Michigan

Milwaukee will be the host of this summer's Republican National Convention - where Trump will officially become the nominee. 

It was chosen, in part, because the Democrats were supposed to hold the Democratic National Convention in Milwaukee in 2020 but held a scaled-down, socially-distant affair in Biden's adopted hometown of Wilmington, Delaware due to the ongoing COVID-19 pandemic.

In turn, Biden chose the city - which is 40 percent black - as the place to open his state's campaign headquarters, rather than the college student-heavy state capital of Madison. 

Milwaukee also has a high level of Hispanic voters and suburban independent voters - groups that can decide presidential elections. 

In his speech, which was less than 20 minutes long, Biden talked about how highways cut through predominantly black neighborhoods in Milwaukee, similar to what happend in Wilmington. 

'But instead of connecting communities, it divided them, these highways actually tore them apart,' the president said. 

He spoke of 'redlining' - the practice of withholding services from majority-minority neighborhoods - and 'urban renewal,' which saw the destruction of black neighborhoods around the nation. 

'For generations black, brown and Native-American, Asian-Americans and Native Hawaiians' communities weren't fully included in our democracy or our economy. But by pure, courage, heart and grit they never gave up, they pursued the full promise of America,' Biden said. 

'Today, we're recognizing that history to make new history. I'm here to announce the first of its kind investment - 3.3 billion, 3.3 billion in 132 in 42 states to help right historic wrongs,' the president announced. 

Biden's reelection pitch to voters in these communities was that he was slowly making things better. 

'Folks we're on our way to delivering clean water to every American. We're on the way to delivering affordable high speed internet to every American at low costs,' he said.

'To communities too often left behind we're rebuilding. We're rebuilding the roads, we're filling in the cracks in the sidewalk, we're creating spaces to live and work and play safely. And to breathe clean air and to shop at a nearby grocery stocked with fresh and healthy food,' the president added.
