Guan, with a history of criminal activity involving juveniles, was apprehended with the help of surveillance footage.
Officers received a call around 1:30 pm last Wednesday in the area of 87th Ave. and Solano Drive, where they found the 14-year-old who said she was a victim of an attempted kidnapping, police said at a news conference Wednesday.
She was walking home from Raymond S. Kellis High School when she noticed a white vehicle pull up behind her and drop off a man at a nearby intersection.
She took notice of the speed Guan walking behind her, noticing the suspect would either match her speed or increase his pace to get closer to her.
Mendez sensed a feeling of danger immediately as the man began to follow her.
She decided to run off into a nearby neighborhood, where she eventually bumped into a resident walking his dog. She explained to him the situation and they called the police.

Fraijo expressed relief and pride in her daughter's bravery at the news conference, emphasizing the importance of teaching children safety tactics.
'Immediately, she began to sense danger. She started fearing for her life and she felt like something wasn't right,' the mom said.
Fraijo was grateful for her daughter's safety and said the teen is traumatized by the incident. The mom also underscored the severity of the situation and the blessing of being reunited with her child.
'There are days that she doesn't want to go to school, but we have to continue her education. So right now, we're just getting through it," her mother said.
The mother encourages her five children to be aware of their surroundings, avoid wearing AirPods, and call when they feel they are in danger.
'I'm super, super proud of her,' Fraijo said as reported by AZ Central. 'She did such a great job running home; realizing something was not normal.'
'I'm blessed because I imagine kids that don't make it,' Fraijo said. 'Imagine moms and dads that don't get to see their kids. I'm feeling blessed for sure, 100 percent.'
The incident marked the second time in recent months, police in Arizona have dealt with a child nearly being snatched from the streets.

The attempted kidnapping happened just before 8am Friday in Glendale, Arizona, and saw 37-year-old Joseph Ruiz taken into custody on kidnapping and custodial interference charges.
A video clip from the scene begins with the accused creep's silver sedan apparently waiting for the young girl, after she left her family's apartment at 43rd Avenue and Onyx Avenue.
That's when cops say Ruiz, a convicted violent criminal, gets out of the car and tries to grab her, but she is able to run off.
After she gets away, neighbors say three students, noticing she was in distress, came to her aid - as the man believed to be Ruiz is seen sulking back to his car, before eventually being cuffed.
It does not appear Ruiz knew the victim before allegedly trying to grab her off the street.
