An Orlando city commissioner allegedly exploited a 96-year-old woman and stole more than $100,000 from her in a years-long scheme.

Regina Hill is accused by Florida investigators of securing a power of attorney over the unnamed elderly victim, which she used to buy a home while also funding a lavish spending spree.

Alongside using the woman's name to secure a mortgage, she also allegedly splashed over $100,000 on a facelift, perfume, clothing, IV vitamins, a trip to Miami and dental surgery, according to court documents from News 6

Hill has not been arrested or charged, but is the subject of a state investigation that was triggered when the Florida Department of Law Enforcement (FDLE) received a tip from one of her staffers who had been fired.

According to the documents, Hill met the woman in March 2021 in her Commissioner job, and was intended to help her get improved living conditions. Within a month, she had become her power of attorney.

She then used her power of attorney to secure a mortgage for a home in the Lake Mann Estates area of Orlando without the woman's consent or knowledge, according to investigators.

Hill's son and girlfriend are believed to be living in the home, while Hill lives in a separate home that reportedly once belonged to the elderly woman's parents, which she allegedly spent a large portion of the savings to renovate.

She is also accused of racking up over $10,000 in debt under the woman's name.

In her spending spree, she allegedly used the $100,000 on luxury-brand perfumes and beauty treatments including dental work and a facelift.

Hill also used the woman's savings for a New Year's Eve vacation to Miami, and on a large number of intravenous vitamins from a company named Vitalounge, according to the reported documents.

The commissioner's office did not immediately respond when contacted for comment.

While she has not been criminally charged, Hill has had numerous other brushes with the law that reportedly surfaced when she first ran for office in 2014.

According to the Orlando Sentinel, news emerged during her run that she had a rap sheet with 21 pervious arrests dating back to 1983. The arrests included drug offenses, DUIs, fraud and passing bad checks.

She was also arrested in 2022 in Birmingham for public intoxication, the outlet reported.

Hill's son Rakeem was also arrested in 2015 when a cache of guns and drugs were found inside a home she owned at the time, reports WFTV9

The court documents reportedly stem from a petition from the 96-year-old woman's attorney to keep Hill away from the woman's properties and finances.

The petition reportedly led a judge to issue a temporary injunction a week ago, kicking Hill out of her home.

FDLE Special Agent Steve Brenton reportedly asked the woman about signing over her power of attorney, and said 'she recalled signing some sort of document but did not understand it and would have never agreed to allow Hill to be a power of attorney.'

Brenton continued that when he looked into Hill's spending, 'these purchases and/ or bank withdrawals exceeded $100,000, and solely benefitted Hill.'

He said that while her home had undergone renovations, the home the elderly woman had been living in was in need of repairs, but Hill had allegedly not spent any money to fix.

The agent's affidavit noted that before Hill met the elderly woman, she had over $164,000 in her bank account and around a $650 balance. As of October, she was left with $60,000 in her bank account, and $10,000 on her credit card.

News 6 reported that FDLE was tipped off to the alleged scheme last year, when a former aide of the Orlando Commissioner sounded the alarm after they were fired.

The former staffer, named as Jacqueline Cockerham, said that Hill 'tormented' her on the job, forced her to work long hours, and carry out her personal business.

The personal business included cleaning the elderly woman's home, which she described as being littered with urine and cat feces.

The City of Orlando released a statement after the investigation was launched, claiming it had only recently learned of the allegations.

'The City has been made aware of the injunction issued involving Commissioner Hill,' a city spokesperson said.

'We are not a part of the injunction and do not have any details on the allegations related to it.'
