A mother who left her two-year-old daughter in the care of her 18-year-old cousin returned to find that her little girl had been savaged to death by three Rottweilers.

Paramedics were called after the animals broke free at the single-story home in Houston, Texas, and launched themselves on toddler A'Daya Rain Fisher just after midday on July 29.

The little girl died at the scene leaving her mother, Daja Pringle, 25, and big brother Remi, four, desperate with grief.

'I saw my baby, and I laid with my baby until I couldn't anymore,' Daja said. 'And her beautiful face was still her beautiful face.'

Prosecutors have decided not to lay charges against the babysitter or the owner of the three dogs after the tragedy in the 2500 block of Milwaukee Street.

But neighbors in the street said the dogs were well-known in the neighborhood.

'I see them all the time when I cut the grass but they just bark at me, I've never seen them do anything bad,' Randall Ard told ABC. 'I'm just heartbroken for the family and the kid.'

A family member suggested that the A'Daya may have been unattended when the tragedy occurred.

'I was told that the baby somehow wandered through the house and, they kept the dogs in one room and the baby opened up the door,' he told KPRC 2.

Her heartbroken mother said she is struggling to come to terms with her daughter's death, and dreams of having her back.

'I would just hug her and love on her like I always did, and I would just be in her skin and let her be in mine and I wouldn't even get annoyed for one second, I would just give her all my love,' she told Fox 26.

'She was a light to everybody, my family, to everyone that met her, she was a gift. She was a temporary gift.'

A'Daya was born prematurely but embraced life and adored her elder brother, their mother said.

'She was full of personality, always smiling, always dancing,' Daja recalled. 'That was her favorite thing to do. When you turn the music on, she was going to be the first one up, bopping and dancing.'

A Gofundme appeal launched to help pay for funeral expenses describes A'Daya as a 'beautiful, sweet little girl, was known for her bright smile and infectious laughter'.

'She brought joy to everyone with her playful spirit and loving nature. She liked to color, play with bubbles, and dance anytime music played.

'She adored her big brother, Remi, often following him around like his shadow, imitating everything he did.

'She always tried to be Remi's mom, telling him what he could and couldn't do. Their bond was unbreakable, and Remi is struggling to understand why his beloved sister is no longer with them.'

And Daja said that she too is struggling to cope with the empty days and nights.

'They're hard. One night I'm okay. One night, I'm on the floor. One night, I'm all over the place,' she explained.

'She would ask me for a forehead kiss and then a kiss right here on the lips. Then she would make go and do the same for Remi even if he didn't express wanting a kiss.'

Daja is now praying that her own mother, who died nine years ago at just 44, is looking after her little girl.

'I just have to look at the blessings in all of this,' she said. 'It's hard enough as it is.

'I'm blessed that they're with each other, neither one of them are here, and they can guide me.'

A'Daya was pronounced dead at Texas Children's Hospital, with a preliminary autopsy concluding that she died from multiple sharp and blunt force injuries due to dog bites.

The owners surrendered the dogs to Houston's Bureau of Animal Regulation and Care which put them down and sent specimens to a laboratory to test for rabies.
