Donald Trump accused Kamala Harris of embarking on a 'regulatory jihad' to shut down power plants across the country as he set out his own vision of an energy independent, 'manufacturing dominant' nation.

Trump was speaking in Pennsylvania on Monday, his second visit to the state in two days, as he sets off on a tour of battleground states.

While Harris is being crowned at her party's convention in Chicago, he has to revive a campaign that has been buffeted by the Democratic Party's late switch in candidates.

He warned his audience of about 300 supporters that his rival wanted to ban fracking and impose a carbon tax. 

'Kamala is also on a regulatory jihad to shut down power plants all across America now,' he said, claiming that 50 plants had closed since she and Joe Biden took office.

'They're closing nuclear, they're closing coal, they're closing everything. We're not going to have this the way in California they have blackouts all the time.' 

He set out a protectionist plan to protect American industry from cheap foreign imports, plans for increased nuclear power, renewed his opposition Nippon Steel's planned purchase of U.S. Steel, and outlined how he would head up  a regulation-cutting administration in contrast to Harris.

He delivered his speech at Precision Components Group in York, which makes parts for the defense and aerospace sectors, among other industries. 

Trump is campaigning this week in a string of battleground states as he fights to regain his footing in a race that was upended by Joe Biden's decision to step aside.

Candidates traditionally allow their rivals to enjoy a week in the limelight at their party convention. Not Trump. On Tuesday he heads to Michigan, then North Carolina and on to Arizona

On Monday he timed his speech for the early afternoon, knowing that he would be in the headlines long before Biden's big speech in Chicago. 

Allies outside the campaign say they are increasingly frustrated by his lack of focus illustrated by his rambling delivery at his Bedminster golf course last week.

'He can't keep doing this,' said one. 'His attempts to hit Kamala are getting lost in a list of grievances.'

At times Trump has appeared almost in denial about the new reality and that Biden is no longer his opponent. 

And he has kept up deeply personal attacks on his new rival, questioning her racial identity, as she competes to become the nation's first black, female president. 

'If you have a policy debate for president, he wins,' said South Carolina Sen. Lindsey Graham on NBC's 'Meet the Press.' 

'Donald Trump the provocateur, the showman, may not win this election.'

Trump has seen a convincing national poll lead slashed or even reversed since Harris became the Democratic nominee.

On Monday, he spoke for 52 minutes, and despite digressions into winning Pennsylvania and the U.S. withdrawal from Afghanistan, he stuck largely to his prepared speech.

He promised a historic commitment to building 'Advanced Small Modular Nuclear Reactors.'

'They're ultra clean and they're very low cost, but they are absolutely safe,' he said. 

'Under Kamala's green, new scam billions and billions of taxpayer dollars are being sent to subsidize solar panel factories, windmill factories, battery production and car production, all based in China.'

ASMNR reactors produce about a third of the power of conventional reactors. Their small size means it is easier to find sites for them, and there are fewer technical challenges to plugging them into existing infrastructure.

Trump spoke in an echoing brick warehouse filled with mechanical lifts and manufacturing gear, decorated with U.S. flags and banners proclaiming the message of the day: 'Jobs, Jobs, Jobs.' 

'Instead of shutting down power plants, we will open dozens and dozens more, and they'll happen fast,' he said,

'Kamala stands for energy disappearance and factory obliteration. She will obliterate factories like this. I stand for American energy independence and manufacturing dominance.'
